After all, they will have to do an EIS (Environmental Impact Statement) in order to build a station. Major carbon footprint and major environmental impact on the Pennsylvania Buzzard. Then comes the FRA regulations on how to build the station. What height are the platforms. Everything has to handicapped accessible. Will they have to build an overpass for pedestrians to get to the other track? Special lighting, elevators, etc. All this means that a simple piece of asphalt about 100 feet long, on each side of tracks, will cost $4M. It's my understanding that $4M will be the cost of the study alone. No platform or connection with the Strasburg is contemplated in my estimate.
Excluding land, I'd say $30mn wold be on the low side. How many passengers per day, year, etc is this station supposed to serve? |
