Looks like the era of the PRR X-29s and look alikes on other roads--1920s.

PRR, B&O and others owned X29's.

Pennsy owned around 35000 X29's, which were built between 1924-1934.

If you can't make out a BLT date from all the layers of paint, rust, and corrosion, the trucks might give an indication. While they could have been replacement trucks put on at a later date, it would narrow down the date quite a bit.

Yes,
try looking at the truck frame as you might find the road name initials
plus the year it might have been built.
