LaSalle Railway SD38?

I took these photos today (4/23/14) at Baker Yard in Terre Haute, IN. I'm not familiar with the LaSalle Railway. Obviously, this is an exNS loco. Does anyone know the history of this unit? It's been sitting dead at Baker Yard for at least a week.

Google search reveals:

LA SALLE RAILWAY AND INDUSTRIAL PARK

In the heart of the Eagle Ford, located in Encinal, Texas.
Easily accessible off Highway 44.
120 miles south of San Antonio and 40 miles north of Laredo,
on the Webb/La Salle county line.

Appears to be a new industrial park.

CEFX SD38 6052 is former NS 3806/Conrail 6934/PC 6934.

I wouldn't say "dead", maybe shutdown to save fuel. Also, EX hump power from Conrail Stanley yard in Toledo Oh.
