If I were calling the shots, I'd send it down the Lurgan to Hagerstown and then west on CSX back to Pittsburgh.

Harpers Ferry is east of Cherry Run. I don't think it or other clearance work east of Cherry Run have been finished yet. Cherry Run is where the Chambersburg stack trains diverge from the B&O main.
