Standard Elevator #1 Critter on Buffalo Waterfront

Usually this little critter is buried behind other cars at the ADM Flour facility in Buffalo NY. It's located on Ganson Street. This mill was originally The Standard Elevator built in 1928, sold to Pillsbury who later sold it to ADM. With a lot of construction taking place in downtown Buffalo, Ohio Street Bridge was closed so had to detour down Ganson Street. This is the first time I have seen the Standard Elevator #1 out in the open in a long time so had to stop and take a picture. Not sure of it's origin. I think their is another similar unit switching a mill off of the Ohio Street Bridge.

Looks like it might be an old Plymouth loco.

I think it is a GE 25 Tonner.

If it were a Plymouth, there likely would be the word 'Plymouth' stamped somewhere. I don't see it. The body style does look like the GE style for small switchers, so I will vote for a GE. Pretty tiny, though.
