What is the first car on that train, a scale test car? How about the third car, ordinary flat or heavy service flatcar?

It is a scale test car. Extra tidbit, there is lettering on the side indicating it was calibrated in Altoona.

Killer shot!!! That gets a wow!!
That's a four axle scale test car so there is no placement and no speed restrictions. The two axle scale test cars are limited to 30 MPH and is required to be second to last in the train.
