Mystery Solved: Old Fashion track work in the Hot July Sun

Last week I posted this thread of the track gang work going  on the Charlotte Southern Shortline in Charlotte, MI. See link: http://www.trainorders.com/discussion/read.php?2,3801739

At the time speculation was: was Charlotte Southern possibly going to be storing cars again after the work. Appears to be the affirmative. CN has dropped 8 of these tank cars over the last few days. Today the crew came to town and moved them in two cuts of four cars to the end of the line by reversing locomotive from pull to push position at the run by track. Passengers coaches must be shuffled to accomplish reposition of loco too. It's a delicate dance.

Top photo: #3 has just charged brake lines and moves the second cut of cars down the line.

Middle photo: Passenger coaches are sitting on the run around track waiting for loco to reverse position on cut.

Bottom photo: Last tank car clears the street crossing heading east.

No flag, no cover car, was this  a switching move or haul? This is a common carrier no?

Flags aren't required in Yard Limits, industrial leads, etc where one must operate at certain speeds and able to stop within half the range of vision. This may be such a track. Cover cars are not always required for switching moves. My guess is this little shortline probably isn't violating anything. However, they may just be flying under the radar.
