An oddity (at least to me) in Vermilion OH

Lit up X's on 2 tall poles just a few yards west of the grade crossing at Main Street . There was one on each side of the 2 tracks facing East, therefore visible to trains westbound.
No rhyme or reason when they flashed. Each flash slightly out of sync 3 times each.  A saw a few more west of town. Sorry no picture to share, but I'm hoping someone can enlighten me.

Vermilion has a quiet zone, no train horn blowing on their crossings.
What you are seeing is telling NS train crew no horn blowing.

The flashing  X's are telling the train crew the crossing flasher's and gates are working,

Vermilion is located on NS Norfolk Southern former Conrail water level route
between Toledo and Cleveland, Ohio

They've been up there for quite a few years.
Similar ones near the Olmsted Falls / North Ridgeville area.

Thanks for the replies.  I am still perplexed though.  At the Main St. intersection in Vermilion there are no such signals facing the opposite direction.
And as far as Olmsted Falls is concerned I have been there hundreds of times and never seen that type of notification that grade crossing protection is working properly either before or after the no horn zones were implemented.

Bordering Olmsted, but suppose it would be North Ridgeville, the Race Road crossing to be exact.

Went briefly through my files.. The first is Vermilion, and the second is North Ridgeville.
