Cresson Steel (PA) and hoppers

See this photo for reference: Cresson Steel

I've noticed those covered hoppers at Cresson Steel under the awning by the green building. It's VERY tight clearance on the building side. I haven't been able to figure out if the cars are destined for scrapping or if they are hauling a load. I'm not sure what a scrapper would get in a hopper like that. Maybe they offer hopper unloading access to locals?

Any ideas? Thanks.

I almost think they might be loads going in or out, just because I have seen that switcher moving them around before, but I am not 100% sure.

I have seen those hoppers on Altoona locals before.......so they must be used.

For claification, I meant local busineses to use, not the local on NS.

​There is a local that goes to Cresson regularly and drops/picks up those covered hoppers......

When I frequented that area in the mid-2000s, highway salt was getting transloaded to trucks up there; it could be that.
