I saw a picture of the same train another TO member had taken, not too long ago.

The frieght car could be there for braking or more probably fitted with sensors to check ride quality. There used to be an AAR box car that wobbled so bad you thought it was gonna jump the tracks travelling with the Conrail geometry train back in the day.
