In the comments regarding that news article. One commenter
stated that the suspect was on parole for weapons violations.

From the description it would appear Mr Hardin just happened to be in this way when the shooter encountered him during the police chase. And then shot him.

Working alone in a place like that has an extremely high risk.  Rest in peace, Mr Hardin.
