In an unusual move,the Port of Virginia has been authorized to add several eastern North Carolina counties to its foreign trade service area. It's the first time that the VA agency has reached across a state border to add space.  The practical result is that goods can be imported into the US, moved to the trade zone without customs tax, and processed inside the US, by US workers. The value added benefits the US.

The area of eastern North Carolina includes Elizabeth City NC and several adjacent counties.  It doesn't appear to include the new CSX intermodal hub outside Rocky Mount NC from what I can tell. But the Carolina Coastal Railway in Belhaven is likely included.
