GE Export Locos WB on NS(NKP)

I was wandering about and heard what I think is the L99 with some type of high and wides. I stopped at Dutch Rd in Fairview, PA and it turns out to be seven GE export locos, followed by the unit's trucks. Attached are two grab shots. Seen just after 5pm on Saturday, 1/21/17.

If I heard correctly he is going into the siding at Wallace. Eventually it sounds like they are going to Ashtabula (Carson). Then south to a port I assume- Philly, Baltimore?

It is C99 heading from Conneaut, OH to Buffalo, NY.

No, it was westbound. I assume they were picked up at GE. UNLESS it runs to Conneaut then back east to Buffalo? When I saw it it was definitely westbound.

Routing for export units to east coast ports is as Rob mentioned  - Erie, Ashtabula,
​Conway (via Youngstown Line), Altoona, etc eastward.  I think most are shipped
out of Philly or Norfolk.

A image search for Pakistani Railways shows a number of locos that have paired headlight fixtures. Fault tolerance or greater visibility of an oncoming train in the distance?
