OH KY try to stimulate coal, nukes

Bloomberg news reports on efforts by two states to balance energy incentives. Both states plan to cut back on some energy saving credits, and make it easier to buy or build nuclear power plants. Lifting some coal plant rules will benefit American Electric Power, a powerful local interest.

How far the state's will get is unclear. Some of these rules are actually in the Fed domain.
