I'd say Philly or New York.....I see a NY plate on the Van parked at left.

We have a winner with the Buffalo guess.  This is the Annual "Ward" Parade down in he grain mill district in Buffalo's First Ward.  The tracks to the left are still active and lead to the ADM/Pillsbury flour milling facility.  Switched by CSX.  Pretty sure this was E-L territory back in the day.  The tracks to the left used to lead to a paper recycling facility that has been torn down and now has condos being built on it.  This is located near a great bar/restaurant called Gene McCarthy's.  Located on Hamburg Street in Buffalo.

Buffalo at one time was a huge grain milling facility but with the opening of the St. Lawrence Seaway most of the mills closed as they could now by pass Buffalo.  Come visit this area as it has great railroad history and some great architecture.
