NS Ohio River Line - Yellow Creek/'Branch' -To - Hannibal Area ?

Question: With the increases in frequency of trains to/from the southern end of the NS River Line at Powhattan/Hannibal/Ex-Ormet/Captina and the continuining rumors of gas-fired power plant(s) and ethane cracker plant(s)(Belmont/Monroe Counties), plus an article in the Steubenville Herald Star on 12-16-16 sayig that NS is applying for a 22.5mil federal grant + 22.5mil in NS funds, does anyone know what $45mil upgrades are planned for the River Line?

The money may be for upgrading facilities in the area of the cracker plant if it is built. South of Powhatan Point the line is operated by Ohio Terminal, owned by the company which oprates among other things the AVR/SWP lines in the Pittsburgh area. I'm not clear of the ownership of those 11 miles but a significant increase in traffic there would likely call for upgrading. The Captina branch traffic is less than in the past since one of the mines is closed and the track itself appears in good shape. At the risk of sounding like nitpicking the line from CP Yellow Creek is the Cleveland Line which runs from Rochester (PA) just west of Conway to Cleveland through Alliance. From Yellow Creek south it is the River Line.
