Santa Fe had a few of these during the early diesel era as steam was being retired.

This could be a retired B unit shortened and converted to heater car service for passenger train service. Some RRs did this with steam engine tenders, some used baggage cars and B units had a lot of the needed equipment already at hand.

Looks like an early prototype in the "can you build something really, really ugly" contest.

Something like Iron Chef. Entries will be judged by a jury of previous winners:

A Crandall E unit
A Katy RS# turned into a geep
An Amtrak Genesis Engine

And the most recent winner, the Talgo cab car.
