Wheel size is related to the capacity of the car, 70 ton cars use 33" wheels, 100 ton use 36" and the 125 ton trucks that appear on some articulated stack cars use 38" wheels. There are exceptions, notably some auto racks (and maybe TOFC flats) that use 28" wheels, so your best bet is to check the prototype, failing that go by capacity, and use shims or filing as necessary to adjust the coupler height.
