Weak headlights on Athearn '40

I bot an MRL ready to roll loco and the headlights don't light up until higher speeds but the back up lights are bright....any ideas why or how to correct this in DC?

Hard to say what the solution would be, but try swapping the rear headlights for the forward headlights. If new front bulbs are bright, then the problem is with the bulbs that were in front. But if the front ones stay dim after the swap, then there is a issue with the board.

I still run DC as well. That's the problem. These are low Voltage so when they are maxed out in DCC they will last longer. You and I running DC are not using max power as in the dcc mode so..we have barely lit lights.
