Where the personnel attending to the livestock (aka cowboy's) went along with the herd (aka cows) to the new destination, not being the slaughterhouse but another field or Ranch. If so the train would include a number of livestock cars and would be subject to the rules about livestock rest and watering (the cows not the cowboys). This car looks like it was rebuilt from a 50' outside braced box car.
