Guess he might be the ultimate NIMBY.

A lot of ways to look at this. One thing I note is that any resistance is allowed to go this long.
Back in the day this guy would have been relocated or worse long ago but those days are now admired by some in other countries.

I would also note the new highway goes hand in hand with the new RR station on the "outskirts"

The Chinese government has been extremely sensitive to public reaction with takings of land for projects. Some of the sweetheart deals (land is condemned and given to connected developers) have resulted in riots. strikes, and even the sacking of some local officials.
