What a shame this train is no longer available for public trips. Although the rooms are on the small side, it's one of the best trains I've done including the Orient Express and Rovos Rail.

Huh? Where are you getting your information that the train is no longer available for public trips?

If you want to ride it, you can ride it. What's shown in italics below is from their website:

Royal Canadian Pacific offers a limited number of public excursions every year – the Royal Canadian Rockies Experience, and the Royal Fly-Fishing Adventure – which are open to all who would like to join us.

HOW TO BOOK

I think what they're trying to convey is that, so as not to be confused with the Rocky Mountaineer, they do not operate every day, or almost every day, during the summer months.

I get the impression that there are a limited number of trips, on specific dates, and the public is invited. I'm also left with the impression that the train can be chartered for any occasion, provided there is no schedule conflict with another event and the checkbook of the person doing the chartering can handle it.

Looking at their website, it looks like charters only.

It is definitely charters only. As also noted in the current IRT catalogue of luxury train travel. The train was taken off their list of the top 25 trains as a result. Information posed here from their web site is out of date.
