Probably a result from Saturday.....when 42(18) was held from departing for 1 hour and 22 minutes to wait for 30(17), which ultimately got stuck at Rochester, PA behind an outlawed NS train. 42 was then ordered to leave and never got 30's transfers anyway.

It has also been reported that PennDOT (the Pennsylvanian between Pittsburgh
and Philadelphia is wholly state-supported) does not want the train delayed for
mere connecting Amtrak passengers. The state pays the bills, Amtrak follows
orders.

And so, on the day it IS held, the connection is missed anyway...

Can't say I blame PennDOT for their hard line on operating the now state run Pennsylvanian, but PennDOT supposedly also made a case in regards to the Pennsylvanian that they should be cut some sort of financial break due to the transferees to/from train 29/30 (a train that receives no State subsidy like all other long distance trains). And supposedly they did reach a compromise.

Soooo if that really is the case, PennDOT may want to cut some leeway on how long they would hold the Pennsylvanian?

Penn DOT was able to get the Pennsylvanian's annual bill from Amtrak lowered because of the connecting passengers. Penn DOT knew that the Capitol Ltd's deficit would go up if the Pennsylvanian came off. So if Penn DOT wants to be so ruthless about yanking the connection in disregarding the connecting passengrs, Amtrak should bill them for their original number.

What is train 39(18)? Is this a newly added train?

How 'bout a typo, hit the 9 instead of the 0 key.

The number of connecting passengers to the Pennsylvanian are substantial. Probably one of the systems biggest transfer loads mid-route (outside of other trains endpoints). It's still a crime that Baltimore and Philadelphia don't have a one seat from Chicago on that route.

What happens to the Harrisburg passengers? Do they get subjected to a bus ride? Or do they go to Washington, then on a regional to Philadelphia and a Keystone to Harrisburg?

Well, some would get a bus ride, some may get a refund if they want, and some may stay on 30 to WAS and
make conx there to go north. Kind of depends on their destination. also, the charter bus may feed into another
train at Harrisburg.
