"Emergency Amtrak trackwork" in Baltimore

Amtrak is doing what is described as "emergency trackwork" between Baltimore
Penn Station and West Baltimore (2.8 miles, includes the B&P Tunnels).

This began on Monday, Dec. 15 and is continuing.

MARC expects delays of five to twenty-five minutes for its trains. To reduce
congestion, at least one MARC train was cancelled and MARC passengers
handled at MARC fares on Amtrak.

MARC says the delays and possible service adjustments are to continue
Wednesday and Thursday.

Is this about the too much water incursion in the B&P tunnels that I read about earlier today?

If so it's not from the rain we got today, as I heard CETC last night telling everything they were single track through the tunnels. With Baltimore's infrastructure being what it is could be a water main somewhere emptying into the tunnel if it is water related.

Must be rough doing whatever maintenance/repairs they are doing though, there are a lot of trains going by while they are trying to work.
