That way the conservatives will give it any funds it wants because it's integral to our national security, and the liberals will fund it to the hilt because it's "for the children" and the "underpriviledged". See, wasn't that easy? (and for those of you who take everything literally, I'm joking)

They can mark all kinds of expenditures as "black" ops without having to actually report where the money went. Alternatively, it could be put in the DEA budget, after all they apparently really like to ride trains and they're "raking in the cash" from doing so.

A congressman just snuck a rider through on the current defense bill banning the EPA from ever listing the Lesser Prairie Chicken as either an endangered or threatened species.
Unless they were planning on equipping prairie chickens with parachutes and bomb belts to drop on ISIS, I somehow think this might have been unrelated to the DOD. It does sort of fall into that catagory anyway. As an Endangered Species, no one is going to cut any funding for it and if anyone does anything to damage the habitat they'll find themself in some deep doo doo.
