LA, SLO, and SDG. Usually they have "Protect" units and it appears that 454 is the protect. So in case something dies or has a mechanical issue, they could swap power in LA without having to go to 8th street yard to fetch an unit.

Only time you should expect it to be missing is if its being swapped out or is out assisting.
