Amtrak March Performance and a Palmetto question

Notice the huge increase in the Palmetto's numbers on page 22.
Can we assume that local NYP-WAS ridership (in the 3 cut coaches) are part of the Palmetto's numbers ?
Is so, can that explain some of the reason NEC revenue/ridersip is worse than budget due to the loss of a pair of Regional trains displaced by the Palmetto ?
