Amtrak 8 w/ PV Gritty Palace

Yesterday's Amtrak 8 came into Chicago with the PV "Gritty Palace". This car hasn't moved in a while. It was on shop trucks and was defaced sometime this summer. When I saw it yesterday it looked very nice and clean. What is the story behind this car? Wasn't it on Metra in storage for a while?

Is the car still lettered "GNW&B"???  That stands for "Going Nowhere & Back" last I read!
