the bagg you saw Chris, was for getting cars to the test track, so when 2 engines returned light, they used it for crossing protection requirements.

How many heritage baggage cars are running? With all due respect, it is the first NON-Viewliner baggage that I've seen in months. Apparently, a few have run on #5/6 on days I missed seeing the train. Tim V

Maybe a defacto storage shed or parts shuttle from Ivy City for storing and changing brakes shoes, air hoses, cables and such.

And on 3/4, 1/2 and 11/14.  It seems they don't have enough of the new baggage cars to totally replace the old ones.
