That is in Marin Country, Ca.  City of San Rafael adjacent to the 101 freeway.  The tunnel is old NWP tunnel 4.

Wonder why they expended the cost of putting all those crossing panels in that short streatch of track? Oh yea, I forgot, taxpayers money.

The crossing panels are to provide emergency vehicle and mow access to the tunnel from the nearby surface street. It is the only access to the tunnel.
