Then it was purchased by a few individuals when it was retired from L&NW and moved to its home in Portola.

No, not ex-WP. EMD constructed 18 FP7s that went to Mexican railroads -- see the EMD FP7 original owner roster here http://www.trainweb.org/jaydeet/fp7.htm Note that two FP7s were sold to SCOP as 23035 and 23036, built September 1949, builder #s 9888 and 9889 respectively. The units became SBC #2101 and 2102 (Sonora-Baja California). Your photo depicts SBC 2101, ex-SCOP 23035.
