Shay steam engines in Taiwan

Yesterday I saw a film by Taiwanese director Hou Hsiao-hsien, A Time to Live, a Time to Die. It was made in 1985, and set in a small town. I was suprised to see shots of a narrow-gauged track running down the street and suddenly, in one scene, a Shay chugs through at a good clip with gondola loads. I never knew there was shay steam in Tiawan, but quick research suggests it is the Alighan Forest Railway, which appears to have rather stunning engineering and some tragic accidents.

Thanks. I don't think they were... the scenes in the film were less mountainous. There was a multi-track yard, but if there were hills, they were in the distance.
