The best punishment is to make them hand-sand graffiti off the cars to bare metal. The sort of security network necessary to make something like this work with freight cars would be implausibly expensive.

Respectfully, I disagree that nothing is being done in America. As a couple examples, the NY subways were utterly covered with graffiti a few decades ago. Now the trains are very clean. My hometown of Laramie, Wyo, has a big building mural project.
