Good point, but there's a CA HSR connection in all this, at least in my sometimes twisted mind.

CA HSR board members "toured" Asia when Schwarzenegger was about to leave as governor of California. They spent more resources and time to look at what the Chinese were doing (copycats) instead of what the Japanese were doing (pioneers).

Current governor (Jerry Brown, a.k.a "Moonbeam" or I like to call him "Moonbeam v2.0" since he's wiser) also went to China to study how they do HSR over there. When he was younger and more foolish, he was more interested in what France and Japan were doing...

Why the current obession with China? France, Germany, and Japan are the technology leaders, where China "borrowed" their ideas from. I have my theories on why that is, but I'm not ready to discuss that yet. Anyway, it'd be a twist of irony if we recruit China's help in the CA HSR project, only to be abandoned, just like what happened in Venezuela.
