Preview has had features added to it with each major upgrade. I'm still on v5.0.3 and it has the ability to make color, saturation, and exposure adjustments, as well as resize images, but the selection tools are fairly basic. Nothing as useful as Photoshop selection tools.

One thing I do use it for often is for opening PDFs that, for whatever reason, won't open in Adobe Reader or Acrobat. If you can open one of these in Preview, you can usually do a "Save as" to write a new file, that Reader and Acrobat will then open just fine.
