The little white and blue stripes on the nose kind of give it a Phase III look, almost like an inverted AEM7-ish version.

The logo still takes a lot of effort on the part of the viewer to understand what it's saying, something that will be even more difficult to do at any sort of speed. I think this livery would be terrific as the basis of a standard paint scheme for Amtrak. I would just replace the Veteran's logo with the regular Amtrak logo, and perhaps remove the white stars around the bottom of the unit.
