Hopefully this means more railroads jobs opening up in the PNW.

Water trains? Four per day? From the Skagit River? I don't get it.

The Skagit River empties into Skagit Bay not far south of Anacortes. Are they saying they will load tank cars of Skagit River water "somewhere" and have a local take them up to the proposed bottling plant a couple of times a day?

I found this to be quite funny in the commit section:
"How about this, the at grade crossing space is of a higher benefit to the public good, than a rail line, at the Edmonds crossing and several other state highways. The people of the State of Washington legally take that at grade crossing property by eminent domain. We then offer the railroad to generously help with 5% of the cost if they would like to build a rail bridge over our roadway."

What are they smokeing up there?

Check the recent election, that should answer the smoking question. Paper this morning
was discussing the dilemma of the cops smoking during off hours now that's legal vs the
fact that they're supposed to enforce Federal laws which still make it illegal. Smoke
some more and it'll all get better.
