The Skagit River empties into Skagit Bay not far south of Anacortes. Are they saying they will load tank cars of Skagit River water "somewhere" and have a local take them up to the proposed bottling plant a couple of times a day? Not a very well written article... was discussing the dilemma of the cops smoking during off hours now that's legal vs the fact that they're supposed to enforce Federal laws which still make it illegal. Smoke some more and it'll all get better.
