Unusual cars at Fillmore

Three trucks. Loaded with stones(not ballast). Heavy wood construction.
The two containers appear to be sitting on the heavy duty flat. I've been fooled before but I don't see how this could be a movie prop.

Gotta be a prop - look at the center photo: I see two brake wheels at the center of the car. I also don't see any discharge mechanism.
