Tower and short siding at sims road south of Dunsmuir

I saw this water tower and small siding south of Dunsmiur at Sims Rd. Does any one know what they were there for? Steam era?

That water tower is way, way, way too small to be used by a steam locomotive.
Looks like it's someones personal well and water tank for a house or two.
