WSOR and steam question

Good evening,

While following the Soo 1003's movements from Hartford to Chicago, I noticed that a diesel pilot was used on considerable portions of the WSOR.

I know the WSOR is a steam friendly railroad for the most part, but I'm confused as to why a diesel pilot seemed to be used on the WSOR line from Milton to Waukesha?

FWIW, I had a great time at the Trek to Shriners event and congrats to the Steam Locomotive Heritage Association on what seemed to be a successful event, and thank you to Metra, Canadian Pacific and Wisconsin & Southern for allowing this.

They were going via the CN on the Hartford to Milton section so guess CN required the diesel required a diesel to lead to protect the SOO 1003.

Has WSOR truly been "steam friendly" since being bought by Watco?

The last two years have seen NKP 765 and Soo Line 1003 travel over the Watco-owned WSOR.
