The WB lanes have an exit to the Bear Valley Overlook (apx where wagons were lowered over the edge on the Emigrant Trail), that's the Vista Area sign above the track. From there I simply walk down to the track. It's a bit tricky if there's deep snow, and once the CHP spotted me and the officer walked down to "Have a word". So it's not fool proof- just Fool Tested.
