Is the area with the 'floodgate' that can be moved across the RR tracks? Maybe a little to the north on the Valley Sub?

There was a report today about the floodgate being moved across the tracks, supposedly by the wind, and then a train hit it.

Apparently Train 1, floodgate 0.
