Here's a hint: These units are on trackage rights here but not very far from home rails (less than 100 miles).

Nope.  OK I'll stop torturing everyone.  This is in Silao in the state of Guanajuato.  It's Ferromex trackage, but KCSdeM has trackage rights over from Celaya and Escobedo, through Irapuato.  This particular trackage is the remnant of the old branch to the city of Guanajuato, which isn't active anymore past this point, though the track is still in place (but overgrown) most of the way into Guanajuato.  That's a large GM truck factory on the right.

Yeah the stub of the branch doesn't look too hot but the Ferromex mainline this connects to is all concrete ties and welded rail.

No - I think watchtowers to thwart potential thieves for the lots where they store finished trucks before they get loaded onto the autoracks.
