Question about 40' reefer containers

I saw CN Q148 at Matteson, IL yesterday, having just left Markham yard. It had a few cuts of 40' reefer containers among the mix of mostly international boxes. Marine container trains seem to sometimes be on slower intermodal schedules - can any train of marine boxes on CN, BNSF, UP, or CP from the west coast include 40' reefer containers, or is there a certain priority level that a train needs to have?

They allways ride on S trains (International Intermodal) for BNSF.
