When a railroad parks a train in a siding for a day or longer is there any criteria that they use on which trains to park there?

Lot's of variables on when and why a train may be parked in a siding for a day or more. Could be there is no room in the yard for it or if it's a unit train the industry isint ready for it.
Also can be an issue of crew avaiability. Also as of recently with all the flooding the tracks down the road could be Out Of Service.
