This would have been leftover from the SP days when the Tehama-Davis /Cal-P conection was controled from the tower onsite.

The three control points at Davis are controlled by UP. From California Northern TT No. 8, March 30, 2008: "CFNR trains at Davis must contact UP dispatcher 62 ... to request permission to enter Martinez Subdivision at East Davis and West Davis." There are control point at West Davis RV075, East Davis, RV077, and the top end of the wye RV076.
