A few days ago, I trainspotted the National City Local. I recommend you go on a day when a shipment of empty cars has come in (check the VR San Juan Capistrano cam). They get the train ready at around 12:15 to 12:30. In my experience, it seemed the train left around 3 to 3:30. It may be different for other times of the year, but that's how it was for me.
