BNSF has moved ten ex-ATSF C40-8Ws from Barstow, CA to Galveston, TX.

Could it be they are heading for export elsewhere?

It doesn’t make sense to store metal in Galveston with its humid, salty environment.

The locomotives heading to Texas storage are all Laid Up For Sale. BNSF is done with them. Whatever happens to them, scrap or resale, is up to whomever eventually purchases them.

Galveston still seems like an odd storage choice given the climate.  I can't help but wonder if a deal is in the works but not final to export these units, and the previously sent SD70MACs.

The Army ships their vehicles out of Galveston on roll on-roll off ships all of the time.
They're very well equipped to handle loading and unloading large pieces of equipment like locomotives.

Indeed.  Many a locomotive has been exported to South America via Galveston.

Per sources at BNSF they will be scrapping a large number of units in Galveston.
