So what's the latest in SFO bay area locals?

The great UP Crew Reduction Effort  (PSR is the advertising name for CRE) has resulted in the great "lets try this"  trial and error method of trying to figure out how to structure SFO bay area locals. 
Hint to UP:  Traffic level keep changing, so stop trying to come up with the "perfect" assignments for locals.

So Anyway, down here in Paso Robles, CA on the central coast we used to have the "margarita" local come down twice a week...tuesdays and thursdays.  They would usually get here 3-4pm ish.   Then, quite a few years ago it changed to Saturday nights only.  Then saturday afternoons. 
Maybe 6 months ago (??) it changed to saturday mornings..10am ish.  Then we went to tuesday and/or thursday mornings. Then we went to saturday nights again ..10pm is, paso robles traffic only.    Now we are back to where we were a year ago....saturday nights, with work done at other cities along the way. 

Just wondering what the local situation in the SFO bay area is now (Warm springs, SSFO, Milpitas, Watsonville jct, OAK)  It seems to change every month.

It's hardly limited to just the SF Bay Area. The UP's system wide plan seems to be throw everything at the wall and see what sticks. Then pick it all up and try it again.

Where I work the locals have been in complete chaos as you described. Recently one of the managers in charge of the locals was questioned on why a particular job had been rebulletined like 5 times in the last year. He had no answer. Typical UP. When they have no good answer they simply won't answer at all and hope you will just go away. smh
