Well, the front page of the Monterey Herald-

I had to submit my email address to access it.  The article talks about Mason and Todd's Handcar tours, with a nice map of the 6-mile handcar route, with a 30-day demonstration period.  The Marina mayor was one of 20 volunteers that helped clear the tracks.  

It will be $130 per tour= $32.50 each if you have the maximum 4 in your group.  Tentative start date is August 1, but could start as early as mid-July.  More info at their website-  https://www.handcar.com  I'll have to visit my sister in Salinas and try out the handcars.

I wish Todd and Mason the best on this venture. But it will probably succeed, if for no other reason, the uniqueness of it all.
